All other packaging tools in Debian, including dpkg-dev, debhelper,
devscripts, assume that you are in the top-level directory of the
source tree.  I don't see why pg_buildext has to be different.  Please
get rid of the mandatory second argument.

At the very least make `pg_buildext supported-versions` work.

At the very very least, in
/usr/share/postgresql-common/pgxs_debian_control.mk, replace $(SRCDIR)
by $(CURDIR), so that this doesn't need to be set separately.  (easily
a cause of bugs, in conjunction with bugs #646698 and #646702)
