many packages in the section gnu-r are built with the r-dev helper, which installs upstream's changelog under its original file name, NEWS. How about suppressing the tag no-upstream-changelog if a NEWS file is present?
Do you mean that wrong-name-for-upstream-changelog should be emitted instead?
