Both of them are in libtool.m4, so you need to add a build
dependency on libtool. You might want to add a
DEB_AUTO_UPDATE_LIBTOOL line too.
Also, you're using this in your rules file:
DEB_AUTO_UPDATE_DEBIAN_CONTROL = true
Which is not allow by the release policy.
