Im not sure if your package is the right place for this report or "docbook-xsl" is better. If I generate a manpage from a german xml file with umlauts (ÄÜÖäüöß) by: xmlto man file.xml it will generate a man page included these umlauts without escaping it, as "man groff_char" says. ä -> \[:a] ö -> \[:o] ü -> \[:u] Ä -> \[:A] Ö -> \[:O] Ü -> \[:U] ß -> \[ss] Other languages wih special characters are also affected.
