I just read this regarding user-defined tags:

I haven't given any thought yet as to how the UI should look, but I
think debian-bug.el could hide the implementation details of the
user-defined tag from the user. It might also provide guidance for what
makes a good tag, and how this tag might be used. I mention this since I
don't have the answers to those questions ;-).

My motivation for this report was to provoke some thought and discussion
and an eventual implementation.
