I just read this regarding user-defined tags: http://lists.debian.org/debian-devel-announce/2005/09/msg00002.html I haven't given any thought yet as to how the UI should look, but I think debian-bug.el could hide the implementation details of the user-defined tag from the user. It might also provide guidance for what makes a good tag, and how this tag might be used. I mention this since I don't have the answers to those questions ;-).
