just a note about how other packages with similar usage patterns to flashplugin-nonfree the proxy question.
ttf-mscorefonts-installer uses a debconf variable to enable dedicated
http_proxy settings. This approach might be worth considering for the
flashplugin-nonfree package. (or possibly genericizing to a shared
debconf question?)
