Please add the following command to the build rule (sorry, I'm not
100% sure which line in your debian/rules this refers to, I guess line
13 is fine):
po4a -v -f debian/po4a.cfg
Add debian/po4a.cfg as such:
[po_directory] debian/
[type: man] debian/wizznic.6 $lang:debian/wizznic.$lang.6 \
add_$lang:?*debian/wizznic.$lang.add opt:"-k 20"
And, of course, add po4a to your build depends.
Finally, add the generated man pages to debian/wizznic.manpages when
they become available. Before the first run, you have to
touch debian/wizznic.pot
otherwise the build will fail.
If you are very kind, you could podebconf-report-po(1) to call for
translations for the man page (don't worry about the programm name, it
works fine for man page translations as well).
A German translation is currently beeing prepared, btw.
