/etc/cups/cupsd.conf.default seems to be the default configuration file for cups. As such it is not configuration file and should not be modified by the system administrator. It also should not need special treatment as a conffile by dpkg. Please move the file to /usr/share/cups or /usr/share/doc/cups.
