I have not found the FAQ but google gave the answer that the AGPL is not found in packages frequently enough. Great to hear that it is requested frequently enough to make it in the frequently AQ.
I admit to be somewhat annoyed by that decision and for the home work to search for the answer, but, well, I can live with both. Thank you for maintaining the base-files in the first place.
