If that file is sourced in the game, then yes, for the credits file
the translation marks are missing. As stated, though, this is an
example.
I guess the best way is to first deal with all strings which are
marked for translation (i.e. actually enable it) and then, probably
together with upstream, deal with the remaining strings like the one
you just showed.
