The sentence would be equally ambiguous with "gzip", but yes, I saw there was a theoretical ambiguity. I don't think that's what was meant though. If you compare p7zip's short description with p7zip-full's:
ii p7zip 9.20.1~dfsg.1-3 7z file archiver with high compression ratio ii p7zip-full 9.20.1~dfsg.1-3 7z and 7za file archivers with high compression ratio
They would both use the same structure for 2 different meanings. Also, the previous short description was:
7zr file archiver with high compression ratio

If that's really what was intended, then please consider this as a report about the misleading ambiguity.
