Can you explain how it gets confused? dpkg-buildpackage does not use this environment variable, but maybe the package you tried to build changes behavior depending on this variable... in which case it's not really a bug in dpkg-buildpackage (or only a wishlist one asking to clean up the environment, but we have this feature request already tracked in #65699).
