The README.Debian file for bind9 states that:

# Note that when running named as a user other than root, it will not be able
# to find new interfaces that appear dynamically, such as during a PCMCIA card
# insertion, or if you're running some flavors of IPSEC and/or IP over IP
# tunnels.

I believe this is either incorrect (if I understand what it's supposed
to mean) or confusing (if it means something else than what I
understood).  The "interface-interval" option, which specifies the
delay between two rescans of the set of network interfaces, seems to
work perfectly for me (except that its default value of 60 is probably
too high for most people), and detection of new network interfaces (in
my case, I tried with ppp, eth and dummy interfaces) is performed
correctly, even though I'm running bind as non-root.

Could you clarify this?
