Solved...

A obsoleted ypserver process (from nis package) was blocking port 953 on the default IP of the server so I had this message on syslog:

 Jun 30 13:34:37 xuxa named[4579]: couldn't add command channel 127.0.0.1#953: 
address in use
 Jun 30 13:34:37 xuxa named[4579]: command channel listening on ::1#953


After stopping nis and restarting both bind9 and dhcp servers all is working again and syslog says:

 Jun 30 13:55:43 xuxa named[876]: command channel listening on 127.0.0.1#953
 Jun 30 13:55:43 xuxa named[876]: command channel listening on ::1#953
