When using the configure target "xconfig", the kernel searches for either a QT4 or QT3 development environment. The Debian package only lists QT3 dev libraries as suggested (libqt3-mt-dev) The package should suggest libqt4-dev OR libqt3-mt-dev (with a preference, like the kernel, of QT4.) This is just a nit since people compiling their own kernel should know enough to get the appropriate libraries. But it should make things easier for people who want to clean QT3 stuff off their systems.
