If this is the case, then you have just prevented apt-listbugs from being useful in its primary area of application, namely, checking RC bugs during package upgrades/installations... I do not think that this "closes" the bug! On the contrary: it's a way to *silently* prevent apt-listbugs from running! (A) I think that the aptcc backend for packagekit should be modified so that it can work well with apt-listbugs (in the meanwhile, I can see whether it is possible to implement a debconf frontend in apt-listbugs: see bug #628996 and, as I said there, any help would be appreciated). (B) Until (A) is properly done, I think that packagekit should conflict with apt-listbugs. (C) Otherwise, if you want to keep this "workaround" that silently disables apt-listbugs, you should document it with a *huge* warning to inform users that they won't get any protection from RC bugs when using packagekit, despite having apt-listbugs installed. In summary, I think the best solution is (A).
