Do not forget that ACLs can be a solution as well, e.g. I see this in
/lib/udev/rules.d/60-libsane.rules:

ENV{libsane_matched}=="yes", RUN+="/bin/setfacl -m g:scanner:rw $env{DEVNAME}"

Why it does not work for your case?
