A lot of people install a lot of programs without knowing what their are doing (and so also without knowing the security impacts). Further, now it nearly recommended to install all packages with priority "optional".

A IRC daemon is very dangerous:
- some ISP blocks own IP where there is a open IRC port (it is a sign of botnet infection). - the standard IRC port are regularly scanned by bad people (and bots). Frequently these IRCd are used to control some hacked computers (via very dynamic DNS), so also if the ircd is "secure" for the local machine, it could cause problem to other computers (and to low home routers, because of IRC protocol and high connection rates.)
- a ircd without admin (o-line) is useless, so user should in any case
configure the IRC, to put own password.
