Finally I am very sorry, but my problem is not related to gdm3. Keyboard and mouse wasn't recognized before unplug/replug because my backupped old xorg.conf used the deprecated "kbd" and "mouse" drivers instead of evdev. I noticed that I had in xorg logs the warning "(WW) Hotplugging is on, devices using drivers 'kbd', 'mouse' or 'vmmouse' will be disabled." and after a lot of searches on the web i discovered that the latest Xorg servers need evdev drivers. So i manually modified the xorg.conf and everything is working.
