Slight update to my previous proposal. More precisely:

   debian/reportbug.control

would be the default. It should also be possible to provide this per
package basis:

   debian/PACKAGE1.reportbug.control
   debian/PACKAGE2.reportbug.control
   ...

just like there are files:

   debian/PACKAGE1.postinstall
   ...
