Thanks for the report - it was actually a good bug, something that has been bothering me for some time but haven't found a solution to it. Your summary is correct. You can join the freedesktop mailing list and request another category (there is a procedure somewhere on the internet on how to request it, I don't remember where off the top of my head.) The last time I checked, this was asked for and discussed at least twice in their community, and both times an "Engineering" or "Electronics" category has been declined (they want us to use "Science" or "Education," which doesn't really fit for things like PCB layout tools or arduino IDEs which is just as likely to be used for "Art and Graphics" as it is to be used for "Science"). If you do get a conversation started, please keep us informed on this bug. I'm sure the electronics packaging team would be interested as well.
