Hi Stephen, the Monotone Debian packaging already has a dependency on libz-dev. This can be found in the file debian/control. I suspect you've encountered a bug in aptitude with installing virtual build dependencies. See:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=555043 Please try "apt-get build-dep monotone" to install the build dependencies and hopefully there should be no issues.
