Looking at grub2 1.99~rc1 it seems there is no warning/error message about installing or upgrading it on a reiserfs partition mounted without notail. Other warnings or error messages are out of scope here. IMHO grub's preinst should display an error message and stop, since the missing notail might result in an unbootable system.
