A Recommends means "would be found together with this one in all but
unusual installations".
For example, aiccu Recommends ntpdate | ntp | time-daemon because
while typically one of those packages is needed for an accurate clock,
it is possible the timesource is accurate by some other means (e.g.,
we are running in a vm, the host is running ntp, and the guest kernel
is taking care to keep the clock accurate).
Similarly, the X server used to Recommends a font server because it's
possible you have a font server running on another machine.
That criterion is not satisfied in the case of libpcsclite1. It is a
dependency of wpasupplicant, and _many_ wpasupplicant installations
do not have smart cards. There is nothing unusual about not needing
pcscd.
Could you figure out some other way to advertise how to get smartcard
support set up (maybe adding pcscd to the desktop task?) and lower
this dependency to a Suggests?
Another possibility is that pcscd is actually needed for libpcsclite1
to perform as advertised. In that case, the dependency of wpasupplicant
on it would be a bug, and the lack of a lighter-weight library that
can deal with configurations with and without pcscd would be a bug.
libpcsclite1 can't be used without pcscd. So, as you wrote, it is a bug
of wpasupplicant. That is why I reassign it to wpasupplicant.

"What is the impact?" you might wonder. Most high-level package
managers install Recommends by default unless you turn off the
Recommends facility completely. This is not a bug in the package
managers; that's how it's supposed to work.
The Recommends relation is exactly what I (pcsc-lite maintainer) want:
install pcscd by default when libpcsclite1 is installed, but allow the
admin to remove pcscd if really needed.
If you do not want to have pcscd installed in your system then just
remove it.
