after upgrade to version 167-1, udev does not start after reboot. Down-grading 
to 
udev and libudev0 version 166 brings the system back to normal.
(N.B. This bugreport was after down-grading to 166, I HAVE MANUALLY EDITED THE 
VERSION NUMBERS IN THIS REPORT)
