Even if it generates a bigger package, a user will realistically only ever install one package or the other

But if you're concerned about the redundancy, you might reconsider bug #171063 & split the documentation into a unison-doc package

I agree with your reasoning in this case also - unison is too small to warrant a separate documentation package
