Your diagnosis is correct. hppa vanished from the testing distribution
and apt-cacher-ng lacks the capability to discover partial removal of
archive contents (there will be something in the next release).

For now, please do what it says, visit the web page and delete failing
files using checkbox selection and the Remove button.
