No, it is not. It is a virtual scsi controller. I have never heard of virtual machines having raid controllers. I am not the only one experiencing this bug: http://www.linuxquestions.org/questions/debian-26/debian-reports-non-optimal-raid-status-866272/ If you have access to ESX 4.0 or higher you can quickly reproduce the bug: Just create a new virtual machine and chose "custom settings", then you can chose the mentioned scsi controller (which is the default one, so it will also be chosen if you do not tick the custom settings).
