In Ubuntu, the attached patch was applied to achieve the following:

phatch in version 0.2.7.1-1 was patched to work with pyexiv2 0.3, so the breaks 
should be relaxed

  * debian/control: 
    - Relax python-pyexiv2 breaks phatch to 0.2.7.1-1~
