As pointed out in bug #440253, the standard library is still not
available under a DFSG-free license.

However, lots of poking around makes me suspect this is unintentional
more than anything else: there’s no reference to this that I can find,
and I suspect it stems more from recent source releases being C only,
and the fact that nothing has changed since the 6/11 release of the
standard library.

Hence, maybe worth getting in touch with Graham Nelson, if this is
possible, and asking, if that’s his intention, for a new release under
the APL 2.0?
