ncftpput will log in as anonymous, despite specifying -u and -p on the
commandline.  For example:

ncftpput -V -DD -S .tmp -u john -p password ftp.xs4all.nl . /tmp/home.bz

This command now fails because the anonymous user is not allowed to
upload files.  Using the same credentials and ftp-site but storing them
in a file with the -f option works -- I've used this as a workaround
now.

Note that this has worked correctly for atleast a year (in cron.daily) 
until I updated to 2:3.2.4-1 -- I donot know which version I was using 
previously.
