The file /etc/default/isc-dhcp-server has a comment that says
it is sourced by /etc/init.d/dhcp. But the latter file
does not exist.

I suggest the comment is changed to:

# sourced by /etc/init.d/isc-dhcp-server

which is the correct filename.
