Upgrading to the recent security update failed since lock files couldn't be create in /var/lock/mailman since that directory didn't exist. Creating it solved the issue. So I suggest that the maintainer scripts (and maybe also the init.d script) check for its existence and if it doesn't exist yet, create it.
