thanks for reporting the bug in puf (I guess you mean both tools use insert_before() with dh_auto_configure (and later the same for dh_clean). The problem has been fixed in Git (048c836498acdcdf1802679775653bd6f08dad54). Just a side note:: none of this is mentioned in either helper's man page.
