Ok I will stick with the original issue of "webapps not found"? If required, please open another bug report for the other problem and I will happily append it to #576533 ;-)
Actually, I currently have no idea - whether the fix is ok - why it happens at all :-( Can it still be reproduced? phpbb3.postinst calls phpbb3.config which loads the webapps library. No idea why it shouldn't be there.
