on one of my systems, /etc/network/if-up.d/bind9 tries to signal named before the packet filter has been established. This delays the boot process for several minutes. Please consider add a hook (probably from /etc/default/bind9) to disable the interface and ppp scripts. I'll deliver a patch if you indicate that this could be help for you.
