Isn't that the case if the package has Depends: python (<< 2.7), ... The only problem I can think of is with packages depending on python-importlib. I know of only one, which isn't even in Debian yet: celery, which I'm packaging at the moment (and the reason for python-importlib). It should depend on either (python (<<2.7) & python-importlib) | python (>=2.7).
