I believe I had this problem with 2.2.16-4, but having upgraded to 2.2.16-6 apache still is not starting at boot. I was unable to test with 2.2.16-5, so am not totally sure, and I'm also not sure how to test if DNS is the problem, as always by the time I manage to login the server and run "/etc/init.d/apache2 start", it works straight away.
