I don't think this bug is important because, - First webalizer can run without GeoIP enabled (use "GeoIP no" option in the config file) so it should not be a depends but a recommends at best - Second libgeoip1 already recommends geoip-database I don't think all the package using libgeoip1 are adding geoip-database to their dependencies... But I could add a recommends in next version.
