Solved this problem on my system by removing the nox11 parameter from pam_ck_connector.so and modifying 90consolekit to run ck-launch-session regardless of a ck session presence (i.e. removed everything but STARTUP="$CK_LAUNCH_SESSION $STARTUP"). This gives me two sessions: one local but never active (started by pam_ck_connector.so), and a second (started from the first one) that's local and active.
