geoipupdate from the geoip-bin -downloads the subscription based version of the database, not the free one -downloads only the GeoIP database, and not those with the city and AS numbers geoip-database-contrib, instead, downloads the free version of all the four databases (under a BSD-like license, but available only in binary format). The four databases are available also in CSV format but: -the GeoIP libraries require the binary version -the code for generating the binary version from the CSV one is not available (except for the GeoIP.dat one), and I am not planning to write it, at least in the short term I hope this answers your question.
