No, xen-qemu-dm-4.0 isn't ONLY needing the keymaps, but also various BIOS and network card ROMs which haven't been split yet into smaller packages. If you don't have these, then you can't boot. Note that I have sent some bug reports because of the issues for network cards and BIOS, but this hasn't been solved for Squeeze, so I couldn't do anything. I will keep this bug open, just as a reminders that work has to be done on my package in order to have the situation fixed.
