when selecting the "Move message into" action the "a new folder, named" foobar "created as a subfolder of" [none] creates a subfolder of INBOX. Since my namespace is empty (Dovecot) this is not the expected behaviour. Using the squirrelmail folder creation menu the "[none]" option works a expected.
