The same functionality as when somebody is logged in. The solution for this problem is for the gnome-power-manager instance in the gdm session to handle the power button correctly. I don’t know why it doesn’t, I’ll have a look. I also agree with the reporter: checking for running power managers is just a hack, and you should use ConsoleKit instead. But this won’t solve the issue at hand, since ConsoleKit will report a session of type LoginWindow being run.
