The manual is installed as /usr/share/doc/latex-beamer/beameruserguide.pdf.gz,
where it is not found by the texdoc utility. Its search path includes
/usr/share/texmf/doc which is a symlink to /usr/share/doc/texmf. Other
TeX-related Debian packages (like latex-xcolor, pgf) install their documentation
PDFs below that directory.

Could you move the manual to
/usr/share/doc/texmf/latex-beamer/beameruserguide.pdf.gz to make it available
for texdoc?
