Thanks, this seems to work. However, I just discovered the next missing
piece in the puzzle -- the tests themselves fail to build out of tree:

| $ mkdir -p build && cd build && ../test/configure && make
| [...]
| configure: creating ./config.status
| config.status: creating Makefile
| config.status: creating ncurses_cfg.h
| make: *** No rule to make target `background.c', needed by
`../build/background.o'. Stop.
