Could you try and re-add add_parameters --quirk-no-chvt to 98-video-quirk-db-handler and check if that helps.
Fixes the problem. what I did: remove my use of USWSUSP changed
98-video-quirk-db-handler to add_parameters --quirk-no-chvt as the last step, outside of any if statement, in the suspend section of that script
