Another important case is this.
(5.5) In the absence of resolvconf, if you have a static connection to the 
Internet 
you may have nameserver addresses in /etc/network/interfaces.  dnsmasq does 
not acquire these addresses.  Namerserver addresses should be specified on the 
command line with the --server option or in /etc/dnsmasq.conf with the server 
option.

A similar circumstance must prevail in systems other than Debian.  Seems that 
the 
FAQs relating to nameservers can be incorporated into man dnsmasq.
