Yeah, 0.98 is packaged, just not uploaded. There's not much point in
uploading it now, at freeze time.

Hmhm, I don't really know any theme which requires 0.98. That's quite
the opposite actually, I had to port quite some themes because of
deprecated stuff.

At one point, yes, if it's needed, it should be possible.

What do you mean by “unfortunately”? That's the whole point of
“release”.
