This is bad. Users shouldn't have to install packages manually just
to avoid dangling symlinks. IMHO, here the symlink should be added
only when bsh is installed.

It's strange that the Debian Policy Manual doesn't mention the status
of dangling symlinks. Since tools like grep complain about them, they
should be regarded as an error.
